Typically, a heart rate monitor that doesn't display the heart rate at all means that the chest strap in not picking up the signal.

Often times this can be fixed by adjusting the position of the strap, moistening the skin or shaving a bit of chest hair off.

Replacing the battery in the chest strap may be required if the above steps don't do the trick.
